Mobilizing Pangalengan Village’s Potential Toward an Empowered Community

Objective:
The Pangalengan Empowered Village Program represents PT PLN (Persero) Electricity Maintenance Center (Pusharlis)’s commitment to implementing its Social and Environmental Responsibility (TJSL) initiatives, with a focus on community empowerment based on local potential. The program integrates health, environmental, and economic aspects to foster village self-reliance and sustainable community development.

Through this program, the various potentials of Pangalengan Village are developed through a collaborative approach that integrates health, environmental, and creative economy pillars to generate positive social impact for the community.

Challenges:
Pangalengan Village has significant potential in natural resources, cultural assets, tourism, as well as social and physical capital. However, these potentials have not yet been fully optimized to improve community well-being. Key challenges include:

  • Maternal and child health issues.
  • Waste management that is not yet fully integrated.
  • Limited community capacity to professionally manage local economic potential.
  • A gap between the area’s potential and the community’s quality of life.
  • Changing community behavior toward sorting organic and inorganic waste at the source requires time and consistent education.
  • Technical issues with the waste shredding machine at the 3R Waste Management Facility (TPS 3R), limiting the effectiveness of waste processing activities.
  • The need to maintain the continuity and commitment of the TPS 3R management team so that it remains cohesive and actively implements its organizational bylaws (AD/ART).

Solutions:

As part of its commitment to empowering the community of Pangalengan Village, PT PLN (Persero) Pusat Pemeliharaan Ketenagalistrikan (Pusharlis) implemented the Pangalengan Empowered Village Program through several activities, including:

  • Conducting a Need Assessment and Social Mapping as the basis for program implementation.
  • Implementing Empowered Posyandu through mother-and-toddler classes, provision of Posyandu facilities and infrastructure, Posyandu cadre training, provision of cadre uniforms, and the Healthy Toddler Competition.
  • Developing the Waste Bank and 3R Waste Management Facility (TPS 3R) through building improvements and rebranding, environmental awareness campaigns, and the provision of waste management facilities and equipment.
  • Providing an electric waste collection vehicle with full PLN Pusharlis branding.
  • Providing organic and inorganic waste shredding machines to support the waste processing process.
  • Conducting community education on waste sorting and management.
  • Developing waste processing through maggot cultivation as part of the circular economy.
  • Conducting entrepreneurship/MSME training covering business management, financial record-keeping, business legality, online and offline marketing, and product photography.
  • Providing assistance to MSMEs in obtaining their Business Identification Number (NIB).
  • Providing supporting facilities for MSMEs and program management, including laptops, printers, and other equipment.
  • Providing ongoing mentoring and capacity building for the community.

Waste Shredding Activity

Impact:

The implementation of the Pangalengan Empowered Village Program has generated impacts across the health, environmental, and economic aspects of the community, including:

  • A total of 458 people in Pangalengan Village became program beneficiaries.
  • Increased capacity of Posyandu cadres through a series of training sessions conducted in stages.
  • Increased understanding among participants of the Mother-and-Toddler Classes based on pre-test and post-test evaluation results.
  • Strengthened waste management systems through the Waste Bank and 3R Waste Management Facility (TPS 3R).
  • Availability of waste collection and processing facilities, including an electric waste collection vehicle and waste shredding machines.
  • Increased community awareness and knowledge regarding waste sorting and management.
  • Increased capacity of MSME actors in business management, financial record-keeping, business legality, marketing, and product photography.
  • A total of 9 MSME actors successfully obtained official Business Identification Numbers (NIB), while one other participant received technical assistance for account re-registration.
  • The program strengthened community self-reliance through the integration of health, environmental, and economic aspects.
  • Collaboration among PT PLN (Persero) Pusharlis, the village government, relevant institutions, and the community strengthened the implementation of sustainable community empowerment.

The Pangalengan Empowered Village Program contributes to the achievement of the Sustainable Development Goals (SDGs) 2030, particularly:

SDG 3: Good Health and Well-being

Through the Empowered Posyandu pillar, the program supports improved community health services by providing health facilities and infrastructure, training Posyandu cadres, and implementing Mother-and-Toddler Classes and the Healthy Toddler Competition.

SDG 8: Decent Work and Economic Growth

Through entrepreneurship training, the program supports the capacity building of MSME actors by strengthening business management, business legality, marketing, and community business development capabilities.

SDG 12: Responsible Consumption and Production

Through the Waste Bank and 3R Waste Management Facility (TPS 3R), the program promotes more integrated waste management and the utilization of waste through various waste processing and circular economy activities.

SDG 13: Climate Action

The program supports climate action through environmental management and the implementation of facilities that promote more environmentally friendly waste management practices.

SDG 17: Partnerships for the Goals

The program is implemented through collaboration among PT PLN (Persero) Pusat Pemeliharaan Ketenagalistrikan (Pusharlis), village authorities, local community leaders, and various stakeholders to strengthen the Pangalengan Village ecosystem.
