Objective : The Flood and Landslide Disaster Response Assistance Program conducted by PT Jasa Armada Indonesia Tbk (IPCM) in collaboration with Filantra aims to respond to the impact of damage to public facilities and vital infrastructure that has hindered logistical access and basic services for affected communities in Aceh, North Sumatra, and West Sumatra. Through the provision of food and logistical assistance, this program is expected to meet the basic needs of the community during the emergency and evacuation periods, alleviate the burden on affected residents, and support emergency handling and early recovery efforts. Furthermore, this program is a manifestation of the company’s commitment to strengthening multi-stakeholder collaboration and contributing to the improvement of community resilience in facing future disaster risks.
Challenges :
- Wide scope and large scale of the disaster Flash floods and landslides occurred in several provinces simultaneously, causing a very large number of victims and evacuees, as well as a drastic increase in aid requirements in a short time.
- Hindered access due to infrastructure damage Damage to roads, bridges, as well as electricity and clean water networks limited the mobility of the team and slowed down the distribution of aid to the affected areas.
- Unstable field conditions Ongoing extreme weather and emergency situations at the disaster sites increased safety risks and demanded caution in carrying out activities.
- Complexity of distribution and coordination Scattered evacuation locations and the large number of parties involved required intensive coordination to ensure that aid was distributed accurately and equitably.
Solutions :
- Response to the emergency needs of affected communities, The program was designed to address emergency conditions resulting from damage to residents’ homes, public facilities, and the severance of logistical access in Aceh, North Sumatra, and West Sumatra through the provision of immediately usable logistical assistance.
- Focus on fulfilling basic needs during the evacuation period, The distributed aid focused on staple food items, ready-to-consume food, additional nutritional intake, and hygiene kits to support the survival of the affected community in emergency situations.
- Coordinated management and distribution of aid, IPCM collaborated with Filantra to carry out centralized aid consolidation to ensure that the distribution process was orderly, safe, and precisely targeted according to field needs.
- Support for the emergency response and early recovery phase, Aid distribution was conducted as part of the initial response to help the community survive during the crisis period while supporting the stability of social and health conditions post-disaster.
Program Impact :
- Fulfillment of daily food needs for affected communities, Assistance in the form of staple food items and ready-to-eat meals helped the community obtain sufficient energy intake, allowing them to survive and undergo daily activities while in evacuation.
- Maintained nutritional intake for families and vulnerable groups, The provision of milk and supplementary food contributed to maintaining the nutritional needs of children, the elderly, and affected families, thereby reducing the risk of declining health conditions.
- Improved hygiene and health in evacuation environments, Hygiene kit assistance helped the community maintain personal and environmental cleanliness, which resulted in a reduction in the potential spread of diseases at evacuation sites.
- Reduced psychological burden on affected communities, The assurance of available logistical assistance provided a sense of security and moral support for the community, thus helping to reduce anxiety amidst disaster conditions.
- Supported more orderly evacuation management, The availability of logistics helped volunteers and post managers in regulating the distribution of basic needs in a sustainable and more coordinated manner.

This Flood and Landslide Disaster Response Assistance Program is aligned with SDG 2 by ensuring that affected communities continue to have sufficient access to food during the emergency period. The distribution of food assistance such as rice, instant noodles, biscuits, UHT milk, and baby porridge helps meet the nutritional needs of families, children, and vulnerable groups in evacuation. This effort plays a role in maintaining temporary food security and preventing the risks of insecurity and malnutrition post-disaster.

This program also supports SDG 3 through the provision of hygiene kits that help the community maintain health in evacuation environments vulnerable to disease. This assistance contributes to suppressing health disruption risks and supporting the creation of cleaner and more decent living conditions during the emergency response period.
