Objective: The INDOSAT SIGAP (Emergency Response Ready) Bali Flood Disaster Assistance program is presented as a form of commitment and real concern from Indosat Ooredoo Hutchison to touch the lives of affected citizens. The goal is for them not only to feel sincere care but also to receive concrete assistance to maintain health and hygiene amidst the disaster. Furthermore, this program is hoped to be a source of spirit that restores the community’s hope to rise gradually. As part of the support, Indosat Ooredoo Hutchison also provides communication assistance through Indosat and Three SP Cards. Ultimately, this entire series of assistance is intended to be a small light that strengthens the community’s steps in going through the recovery period.

Challenges:

  • Extreme Rainfall Intensity: Very high rainfall (more than 246 mm/day) is an extraordinary natural challenge, which easily exceeds the capacity of existing drainage systems and rivers.
  • Displacement and Socio-Economic Disruption: Thousands of affected individuals who must be displaced require proper handling of evacuation (shelter, food, health). Disrupted socio-economic activities also have a long-term impact on community income.
  • River Waste Problem: Accumulations of waste in river channels worsen the situation by clogging drains and bridges, which increases the risk of overflow and slows the recession of floodwaters.

Solutions:

  1. Provision of Adequate Evacuation Facilities
    Temporary Evacuation Sites with Adequate Sanitation, including toilets, clean water, and special spaces for women and children. With Guaranteed Logistics: adequate stocks of ready-to-eat food, clean water, and medicine for emergency conditions.
  2. Enhancement of Early Warning Systems & Emergency Communication
    Real-Time Flood Notification System: Utilizing SMS blast or mobile applications to send location-based early warnings during high rainfall or when rivers reach dangerous levels. Installation of Simple Flood Warning Devices such as water level sensors along the Ayung River and other flood-prone areas.
  3. Improvement of Drainage & River Infrastructure
    River Normalization and Sediment Dredging, especially in the siltation-prone areas of the Ayung River flow. Construction/Repair of Drainage Channels with designs more resistant to extreme rainfall intensity.

Impact:

  • Hygiene kit assistance is crucial for maintaining sanitation in crowded evacuation sites. The community can clean themselves and their environment, thus preventing the spread of diseases such as diarrhea, ARI (Acute Respiratory Infection), and skin infections, which are prone to occur after floods.
  • Medicine assistance allows flood victims who are sick or have minor injuries to receive first aid. This reduces the risk of infection and worsening health conditions.
  • Communities who lost access to food and clean water due to the flood were directly assisted by the provision of ready-to-eat meals and mineral water. This prevents food insecurity and more severe health problems in the first days post-disaster.
